Download the Paint.NET VTF Plug-In here.

Features

VTF versions from 7.0 to 7.5 are supported.
Normal mapped textures can be automatically generated.
Support for mipmapping options.
Templates are provided for compression, skyboxes, and sprays.
Alpha is exported if the format chosen supports it.

Bug:If some checkboxes appear blank when exporting a texture, you must switch to the Light color scheme in settings.
