Workshop Tools

Not to be confused with Authoring Tools (the  Source 1 counterpart).

Workshop Tools are a set of tools that come with certain  Source 2 games, allowing for the creation of community content for them.

These include tools such as  Hammer,  Material Editor,  Model Editor,  ModelDoc, and the  Particle Editor, for example.
