It started development as a side project called "Terror Strike" by [[Turtle Rock Studios]] during development of {{czero|2}}, and continued development alongside {{css|2}}, before eventually becoming its own project as {{l4d|2}}. Due to sharing a codebase with Counter-Strike and Condition Zero, the game DLLs for were "accidentally" pushed in a Steam update on November 23, 2023, before being quickly replaced with the correct DLLs.{{cite|1}}
