Implements Half Lambert lighting, which wraps lighting further around a model to prevent it losing definition.

Requires VertexLitGeneric.

Note:This paramater is forced on regardless of $halflambert setting when $phong is enabled, unless $phongDisableHalfLambertTemplate:AS add is enabled.
