tf_weapon_pda_engineer_build is a point entity available in 
Team Fortress 2.
Entity description
This entity represents the PDA the Engineer uses to deploy buildings. It only acts as a convenient way for the player to send the correct command to the server, the developer console can alternatively be used instead.
