Too much space

After adding parameters for other lines, after using only the first line on a page, there would be a lot of unused space. But after adding a switch parameter that should allow other lines (this switch parameter does absolutely nothing because if I set the parameter 2 it would still show), the unused space was gone. I dont think this is how it needs to work, but I dont know much about template parameters (this is my first time making parameters for a template). Can someone help?
