Редактор головоломок (так же известный как Создатель уровней или Редактор) это внутриигровой редактор головоломок, который позволяет создавать, тестировать, и публиковать (в Steam Workshop) свои одиночные и кооперативные тестовые камеры. Редактор так же добавляет новые фразы Кейва Джонсона, в целом, добавляя историю к загруженным тестовым камерам. Он говорит игрокам о "Мульти вселенных" которые содержат бесконечное количество планет, о бесконечных Apertures, и следовательно, бесконечных тестовых камерах.

Puzzle Maker не позиционирует себя как замена Valve Hammer Editor, который в разы многофункциональней но значительно сложнее в использовании. Тестовые камеры можно экспортировать в VMF из Редактора головоломок и открыть их в Hammer; многие делают это чтобы добавить красоты или функционала, которого нельзя достичь в Редакторе головоломок. многие используют Редакторе головоломок для проверки (и тестирования) головоломок прежде чем создавать их с нуля в Hammer. Так же невозможно загрузить файл из Hammer формата VMF в Редакторе головоломок.
