A manifest file is required for precaching sounds in-game. The Game Sounds Manifest file can be generated automatically with XBLAH's Modding Tool, based on all the game sound files mounted in the mod.
Accessing the feature
This can be accessed within the tool via Top Menu > Sounds > Generate Game Sounds Manifest
.
