This is the category that lists all of the users who have been reported for various reasons, such as spamming, vandalizing or trolling, and various other reasons for example, using the {{Report user}} template.
These users are placed under this category until an administrator bans them. When that user got banned, the template on their user page should be changed to {{Banned user}} instead, so that the spammer is placed under the banned users category.
