This is the category that lists all of the users who have been reported for various reasons, such as spamming, vandalizing or trolling for example, using the {{Report user}} template.
These users are placed under this category until an administrator bans them. When that user got banned, the template on their user page should be changed to {{Banned user}} instead, so that the spammer is placed under the banned users category.
