In this page you find console variables which may not work from server default config file server.cfg

CS:GO has different game modes, each game mode use different Valve's configure files, ...cfg/gamemode_*.cfg
And these Valve's configure files override cvar settings you maybe have added in server.cfg
To override Valve's game mode configurations -> you need create override config file, ...cfg/gamemode_*_server.cfg
