item_powerup_temp is a model entity available in Team Fortress 2 Team Fortress 2.

Removed in January 27 2015 patch, replaced with item_powerup_crit

Would give crits for 30 seconds, then took 1 minute to respawn, tf_powerup_mode 1 must be on for this to spawn.
