The combine advisors are the race above the combines. They control and command them.
The advisors in Half-Life 2: Episode Two
In Half-Life 2: Episode Two the advisors appear live.
Their abilities
The advisors have a mysterious power to influence human minds. They have the ability to manipulate physics and, therefore, gravity. They eat humans. The advisors can float in the air aswell, but they are using a machine strapped to their back to keep themselves in the air.
