macOS version actually made to be compatible with Mac OS 9 (Classic Mac OS) while also backward compatible on OS X (up to Snow Leopard)?

Adobe Flash, it might be possible to unpack the executables and run in a Flash player such as Flashpoint, or the reversed engineered Ruffle (enabling
