Is it possible to make my own server software that works with Steam games (eg. Stormworks: Build and Rescue)?

(using Template:Message)  I would like to know if I can write my own server software from scratch for a Steam game instead of using the dedicated server software that Steam supplies. I would like to write it in Java and for the game Stormworks.
