Short Breakdown:
You need a .TGA (Targa) file consisting of
32-Bits No Compression An active alpha channel
It should be placed either directly in the resource folder or in a sub-directory.
You will also need to add this parameter to the gameinfo.txt file:
icon "path/to/icon"
