Placing Notice Templates at the bottom of the page

Now I would just like to know the reason why this template should be at the bottom of the page. It explains where you are, and if we put it down, the user will first see links that do not directly say what kind of place it is. Of course, there are templates that only complicate reading (for example, {{Cleanup}}), but {{Disambig}} is very small for this.
