Errors with files may be resolved by using Steam's [http://steampowered.custhelp.com/cgi-bin/steampowered.cfg/php/enduser/std_adp.php?p_faqid=282 validation tool].
 
If you still cannot solve your issue, you may wish to try re-installing the Source SDK, as described here.
