CreateHairball is a console command available in all
 Source games.
It requires sv_cheats 1 to work. It was probably made for stress-testing ropes.
It spawns 20 groups of balls (named hair balls) and randomly spawns them near the player. Those individual hair balls spawn 100 ropes randomly distributed in a circle. Those groups will then, a few seconds after spawning, forever spin around in random directions and speeds. Hair balls never de-spawn and will continuously fly around until the map changes.
