The advisors are some race above the combines. They control, or command them.
The advisors in Half-Life 2: Episode Three
In Half-Life 2: Episode Three the advisors really come out.
What they (can) do
The advisors have some misterious power to influence human minds. They can also make people float in the air, and push them against the wall that way. They eat humans. They attack the human neck, and then (assumed) eat their spine. The advisors float in the air aswell, but they are using some machine strapped to their back to keep them in the air.
