Actbusy Problem

Im having a problem using actbusies and citizens.

I have a metropolice and a citizen. The metropolice will gladly go to actbusys with the activity: ACT_BUSY_STAND, but the citizens refuse. Always. With all the debug stuff on (developer 2, ai_debug_actbusy 3, npc_citizen with ent_select), the citizen doesn't report anything about the actbusies.

Can anyone please help me?
