Because they were reversed. Initial exposure is lower, and when the player enters the dark area, exposure goes higher so the outside looks brighter :) I'm not sure that initial AutoExposureMax is set to 1, though - I believe it was 2 or 3 or something like that (I've looked at Lost Coast in Hammer).
