The maximum amount of NPCs a player can have in a Squad is 4. However that does not include other NPCs, such as important game-ending allies (e.g. Alyx), so you can control 4 Squadmates and player important allies at the same time.

Player Squads consist of a number of player-friendly NPCs that can be commanded, grouped and assigned objectives.

Controlling a Squad
