BaseVehicle:
Action <float>- Set the speed of the action animation. Todo: What does this mean?
TurnOn- Start engine and enable throttle.
TurnOff- Stop engine, disable throttle, engage brakes.
LockUnlock- Prevent/allow the player from entering or exiting the vehicle.
