To mark a user as a spammer, insert the appropriate template on its user page:
{{Rs}},{{Recent spammer}}or{{Spammer}}{{Bs}}or{{Banned Spammer}}{{Minor Spammer}}or{{Ms}}
To mark a spam page for deletion you can use the {{Deletespam}} template.
Note: Originally {{Rs}} was for the corresponding Category:Recent spammers, now it's just a short cut for {{spammer}} with the advantage that you can quickly change it into {{Bs}}.Useful links
