Missing +server.url

Why is a paid solution advertised at this page?
This is blatant advertising.
What to put in myserverconfig.cfg ?
It is possible to specify a -cfg option as specified: "-cfg A config file to load (e.g. cfg/myserverconfig.cfg)".
What to put inside ? the console parameters ? like so ?
rcon.password <password>
banid <steamid> [<steamid>]
server.hostname <hostname>
server.clienttimeout <2>
server.pvp <true>
sleepers.on <true>
