deletion tag reference

the deletion tag needs to be removed for the following reason. on the 9th of december, 2009, JeffLane themself said: "Actually, users are generally free to do as they wish with pages in their own user space, as long as it is not abusive and is remotely relevant to the VDC (this site is not a hosting service).". therefore, the deletion tag should be removed ASAP.
