A Portal mod folder is just as simple as a standard Source mod. Just create a mod folder via Source SDK menu and change the gameinfo.txt appid to 400. Any further customisations (menu backgrouds, scripts etc) are still the same as any other Source mod and can be found in the [http://developer.valvesoftware.com/wiki/Category:Modding modding] section.
