Half-Life 2: Blue Shift

Overview
Half-Life 2: Blue Shift is just like the Goldsource counterpart. You play as Barney throughout the events of Half-Life 2. However, with Source's capabilities, there will be quite a few differences from the Goldsource Blue Shift. It's just a little "pet project" for me, so if you're expecting a lot you won't be satisfied.
Features
-View-model hand motions
more to come...
Help
I don't want any actual people "working" on this, other than myself, but if anyone can answer my questions, that would be great. I'm very new at this, but what a better place to start? I only need two questions answered right now, but if you have any suggestions, comments, etc., feel free to contact me at portalboat@gmail.com.
Questions
-How would I go about coding a weapon switch-system for a NPC? I already have a formula (if you can call it that), so I just need to know where to place it in the code, how to make the NPC actually SWITCH weapons, etc.
-In the original Half-Life 2, how did Valve make the hand animation play? I've decompiled the map, but I can't find anything that seems to trigger it.
-Where is the C++ file that defines which commands can be binded to? (The keyboard bind menu, the one that says which button you use to walk foward, which button is the primary fire, etc.)
